Abstract: My country's territorial and spatial planning systems are of various types. The Third PlenarySession of the Nineteenth Central Committee of the Party and the Thirteenth People's Congress approved the relevant content, and further researched and explained the reform plan. The land and space planning systemimplements effective supervision and management. Although the land and space planning work has made phased progress, there are still problems in the work practice, such as planning contradictions, multiple politicians, and overlapping functions. Therefore, improving the level of territorial and spatial planning has become the main strategy to solve the above-mentioned problems. Only by establishing and improving the territorial planning system can the level of management work be improved. This article analyzes from the perspective of urban and rural planning, studies it from the perspective of multi-plan integration, and finally puts forward opinions and suggestions with reference value.
